  1.1                          A bill for an act
  1.2             relating to education; amending a metropolitan magnet 
  1.3             school grant provision; authorizing spending to 
  1.4             acquire and to better public land and buildings and 
  1.5             other public improvements of a capital nature with 
  1.6             certain conditions; authorizing issuance of bonds; 
  1.7             appropriating money; amending Minnesota Statutes 1997 
  1.8             Supplement, section 124C.498, subdivision 2. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.11  124C.498, subdivision 2, is amended to read: 
  1.12     Subd. 2.  [APPROVAL AUTHORITY; APPLICATION FORMS.] To the 
  1.13  extent money is available, the commissioner of children, 
  1.14  families, and learning may approve projects from applications 
  1.15  submitted under this section.  The grant money must be used only 
  1.16  to design, acquire, construct, expand, remodel, improve, 
  1.17  furnish, or equip the building or site of a magnet school 
  1.18  facility according to contracts entered into within 24 months 
  1.19  after the date on which a grant is awarded. 
  1.20     Sec. 2.  [METROPOLITAN MAGNET SCHOOLS.] 
  1.21     $45,200,000 is appropriated from the bond proceeds fund to 
  1.22  the commissioner of children, families, and learning for 
  1.23  awarding metropolitan magnet school grants to groups of 
  1.24  qualified metropolitan school districts under Minnesota 
  1.25  Statutes, section 124C.498. 
  1.26     Sec. 3.  [BOND SALE EXPENSES.] 
  1.27     $70,000 is appropriated from the bond proceeds fund to the 
  2.1   commissioner of finance for bond sale expenses under Minnesota 
  2.2   Statutes, section 16A.641, subdivision 8. 
  2.3      Sec. 4.  [BOND PROCEEDS FUND.] 
  2.4      To provide the money appropriated in this act from the bond 
  2.5   proceeds fund, on request of the governor, the commissioner of 
  2.6   finance shall sell and issue bonds of the state in an amount up 
  2.7   to $45,270,000 in the manner, upon the terms, and with the 
  2.8   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.9   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.10  4 to 7.
