  1.1                          A bill for an act
  1.2             relating to traffic regulations; restricting the 
  1.3             issuance of limited licenses for the operation of 
  1.4             commercial motor vehicles for certain offenses 
  1.5             committed with a private vehicle; amending Minnesota 
  1.6             Statutes 1994, section 171.30, subdivision 3. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 171.30, 
  1.9   subdivision 3, is amended to read: 
  1.10     Subd. 3.  [CONDITIONS ON ISSUANCE.] The commissioner shall 
  1.11  issue a limited license restricted to the vehicles whose 
  1.12  operation is permitted only under a Class A, Class B, or Class 
  1.13  CC license whenever a Class A, Class B, or Class CC license has 
  1.14  been suspended under section 171.18, or revoked under section 
  1.15  171.17, for violation of the highway traffic regulation act 
  1.16  committed in a private passenger motor vehicle, except that a 
  1.17  limited license issued under this subdivision does not authorize 
  1.18  operation of a commercial motor vehicle for a period of: 
  1.19     (1) 15 days after the effective date of revocation or 
  1.20  suspension, to a person whose license or privilege has been 
  1.21  revoked or suspended for a violation of section 169.121, 
  1.22  169.123, or a statute or ordinance from another state in 
  1.23  conformity with either of those sections; 
  1.24     (2) 60 days after the effective date of revocation or 
  1.25  suspension, to a person whose license or privilege has been 
  1.26  revoked or suspended for the failure to stop and provide 
  2.1   information, render assistance, and notify law enforcement as 
  2.2   required under section 169.09, subdivision 1, 3, or 6, for a 
  2.3   motor vehicle accident resulting in the death or bodily injury 
  2.4   of another; or 
  2.5      (3) 90 days after the effective date of revocation or 
  2.6   suspension, to a person whose license or privilege has been 
  2.7   revoked or suspended for a second or subsequent time for a 
  2.8   violation of section 169.121, 169.123, or a statute or ordinance 
  2.9   from another state in conformity with either of those sections; 
  2.10  or 
  2.11     (3) one year after issuance, to a person whose license or 
  2.12  privilege has been revoked or suspended for: 
  2.13     (i) committing manslaughter resulting from the operation of 
  2.14  a motor vehicle; 
  2.15     (ii) committing criminal vehicular homicide or injury under 
  2.16  section 609.21; 
  2.17     (iii) violating a statute or ordinance from another state 
  2.18  in conformity with any of the offenses listed in clauses (i) to 
  2.19  (iii).  
  2.20     This subdivision shall not apply to any persons described 
  2.21  in section 171.04, subdivision 1, clauses (4), (5), (6), (8), 
  2.22  (9), and (11). 
  2.23     Sec. 2.  [EFFECTIVE DATE.] 
  2.24     Section 1 is effective August 1, 1995, and applies to 
  2.25  suspensions and revocations for violations occurring on or after 
  2.26  that date.
