A bill for an act
relating to transportation; appropriating money for a social movability pilot
program.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$80,000 in fiscal year 2021 is appropriated from the
general fund to the commissioner of transportation for a grant to the Grand Rapids Area
Community Foundation for a social movability pilot program that provides transportation
services during evenings and weekends. This is a onetime appropriation.

Goals of the pilot program include:

new text begin
(1) promoting independence in daily living;
new text end
new text begin
(2) enhancing quality of life; and
new text end
new text begin
(3) decreasing social isolation.

The pilot program must:

new text begin
(1) serve an area that includes the city of Grand Rapids and a radius of 20 miles around
the city;

(2) provide daily service that includes nighttime and weekends;
new text end
new text begin
(3) allow for reservations or appointments for the service;
new text end
new text begin
(4) be available to:
new text end
new text begin
(i) individuals age 60 or older;
new text end
new text begin
(ii) persons with disabilities of all ages; and
new text end
new text begin
(iii) a personal care attendant or companion of an individual identified in items (i) and
(ii);

(5) charge fees using a sliding scale based on income;

new text begin
(6) be implemented in partnership with an entity that is authorized to provide for-hire
passenger transportation service; and

(7) include options for vehicles that are capable of transporting wheelchairs in a manner
that meets the requirements under Minnesota Statutes, sections 299A.11 to 299A.17.

An individual may not be served under the pilot program for
transportation who is eligible for nonemergency medical transportation funded by medical
assistance, private health insurance, or a state or federal program.
