  1.1                          A bill for an act 
  1.2             relating to community-based planning; removing the 
  1.3             sunsetting of its provisions; amending Laws 1999, 
  1.4             chapter 250, article 1, sections 115 and 116. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1999, chapter 250, article 1, section 115, 
  1.7   is amended to read: 
  1.8      Sec. 115.  [REPEALER.] 
  1.9      (a) Minnesota Rules, part 8275.0045, subpart 2, is repealed.
  1.10     (b) Minnesota Statutes 1998, sections 15.90; 15.91; 15.92; 
  1.11  16A.103, subdivision 3; 16E.11; 16E.12; and 16E.13, are repealed.
  1.12     (c) Laws 1991, chapter 235, article 5, section 3, as 
  1.13  amended by Laws 1995, chapter 254, article 1, section 91, is 
  1.14  repealed. 
  1.15     (d) Minnesota Statutes 1998, section 16A.1285, subdivisions 
  1.16  4 and 5, are repealed. 
  1.17     (e) Minnesota Statutes 1998, sections 207A.01; 207A.02; 
  1.18  207A.03; 207A.04; 207A.06; 207A.07; 207A.08; 207A.09; and 
  1.19  207A.10, are repealed. 
  1.20     (f) S.F. No. 2223 of the 1999 regular session, if enacted, 
  1.21  is repealed. 
  1.22     (g) Minnesota Statutes 1998, sections 4A.08; 4A.09; and 
  1.23  4A.10, are repealed. 
  1.24     Sec. 2.  Laws 1999, chapter 250, article 1, section 116, is 
  1.25  amended to read: 
  2.1      Sec. 116.  [EFFECTIVE DATE.] 
  2.2      (a) Section 41 is effective January 1, 2001.  Section 43 is 
  2.3   effective July 1, 2000, with respect to preparation of the model 
  2.4   policies and procedures by the commissioner of administration, 
  2.5   and January 1, 2001, with respect to the other provisions of 
  2.6   section 43. 
  2.7      (b) Sections 62 to 64 and 93 are effective January 1, 2001. 
  2.8      (c) Sections 94 to 100 are effective the day following 
  2.9   final enactment. 
  2.10     (d) Sections 47, 49, 55, and 115, paragraphs 
  2.11  paragraph (d) and (g), are effective July 1, 2001. 
  2.12     (e) Section 61 is effective the day following final 
  2.13  enactment and applies only to contracts executed on or after 
  2.14  that date. 
  2.15     (f) The commissioner of employee relations may not 
  2.16  implement the long-term care insurance plan under section 78 
  2.17  until April 1, 2000. 
  2.18     Sec. 3.  [CONTINUOUS EFFECT.] 
  2.19     Minnesota Statutes, sections 4A.08, 4A.09, and 4A.10, to be 
  2.20  repealed by Laws 1999, chapter 250, article 1, section 115, 
  2.21  paragraph (g), effective July 1, 2001, by Laws 1999, chapter 
  2.22  250, article 1, section 116, paragraph (d), are by virtue of 
  2.23  sections 1 and 2 not to be repealed; rather they remain in 
  2.24  continuous effect.
