A bill for an act
relating to human services; requiring the commissioner of human services to issue
a request for proposals for a continuous improvement study of access to disability
services; requiring report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DISABILITY SERVICES CONTINUOUS IMPROVEMENT STUDY;
DIRECTION TO COMMISSIONER.

new text begin (a) By August 1, 2024, the commissioner of human services shall issue a request for
proposals for the design, implementation, and administration of a continuous improvement
study of access to disability services.

new text begin (b) The continuous improvement study must assess access to the range of disability
services programs:

new text begin (1) in metropolitan, suburban, and rural counties; and
new text end

new text begin (2) by non-English-speaking communities and by various populations, including but not
limited to Black, Indigenous, and People of Color.

new text begin (c) To be eligible to respond to the request for proposals, an entity must demonstrate
that it has worked successfully with other organizations on continuous improvement studies
and journey mapping of processes from beginning to end.

new text begin (d) In developing the request for proposals, the commissioner shall consult with disability
services providers, county human services agencies, disability advocacy organizations, and
individuals with lived experience in accessing disability services.

new text begin (e) The commissioner shall report the results of the continuous improvement study and
any recommendations to improve access to disability services to the chairs and ranking
minority members of the legislative committees with jurisdiction over disability services
by December 15, 2026.

IMPROVEMENT STUDY.

new text begin $1,000,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services for the disability services continuous improvement study. This is a onetime
appropriation and is available until December 31, 2026.
