  1.1                          A bill for an act 
  1.2             relating to health; establishing preventive measures 
  1.3             for adolescent pregnancies; appropriating money; 
  1.4             amending Minnesota Statutes 1996, section 145.925, by 
  1.5             adding a subdivision; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 145. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [145.9248] [ADOLESCENT PREGNANCY PREVENTION 
  1.9   PLAN.] 
  1.10     By January 15, 1999, the commissioner of health shall 
  1.11  establish a comprehensive adolescent pregnancy prevention plan 
  1.12  for the state.  The plan shall include strategies to: 
  1.13     (1) prevent adolescent pregnancy; 
  1.14     (2) promote educational, employment, and community service 
  1.15  opportunities for adolescents; 
  1.16     (3) assist parents and other caregivers with parenting 
  1.17  skills; 
  1.18     (4) provide appropriate sexuality education and health care 
  1.19  for children and adolescents; 
  1.20     (5) increase male involvement in the prevention of 
  1.21  adolescent pregnancy; 
  1.22     (6) better coordinate the delivery of adolescent pregnancy 
  1.23  prevention services throughout the state; and 
  1.24     (7) reduce the incidence of sexual activity between 
  1.25  adolescent females and adult males. 
  1.26     Sec. 2.  Minnesota Statutes 1996, section 145.925, is 
  2.1   amended by adding a subdivision to read: 
  2.2      Subd. 10.  [ACCOUNTING OF FUNDS.] By June 30, 1999, and 
  2.3   every year thereafter, the commissioner shall report to the 
  2.4   legislature the following information regarding the use of money 
  2.5   granted under this section: 
  2.6      (1) the number of individuals who received family planning 
  2.7   services throughout the state; 
  2.8      (2) the number of specific types of medical services 
  2.9   provided, including the number of pap smears, breast exams, 
  2.10  mammograms, and other specific family planning services; 
  2.11     (3) the amount spent on publication of informational 
  2.12  brochures or other public education materials; 
  2.13     (4) the number of grantees and the geographic area in which 
  2.14  each grantee provides family planning services; and 
  2.15     (5) the extent to which family planning needs were unmet 
  2.16  throughout the state. 
  2.17     Sec. 3.  [145.9253] [SECOND CHANCE HOMES.] 
  2.18     The commissioner of health, in collaboration with the 
  2.19  commissioner of human services, shall design and implement a 
  2.20  pilot program to establish structured residential living 
  2.21  arrangements to meet the needs of pregnant and parenting teens 
  2.22  not able to live in the household of a parent, legal guardian, 
  2.23  or other adult relative.  The pilot program shall address the 
  2.24  requirements of an adult-supervised supportive living 
  2.25  arrangement specified in section 256J.14 and shall provide the 
  2.26  minor parent with supportive services including counseling, 
  2.27  guidance, independent living skills training, and adult 
  2.28  supervision. 
  2.29     Sec. 4.  [145.9254] [PUBLIC EDUCATION CAMPAIGN.] 
  2.30     The commissioner of health shall conduct a public education 
  2.31  campaign designed to reduce adolescent pregnancy by educating 
  2.32  the public about the laws that allow criminal prosecution of 
  2.33  males who father children by unmarried minor mothers. 
  2.34     Sec. 5.  [APPROPRIATIONS.] 
  2.35     Subdivision 1.  [REPORT.] $....... is appropriated from the 
  2.36  general fund to the commissioner of health to prepare the report 
  3.1   required under Minnesota Statutes, section 145.925, subdivision 
  3.2   10.  
  3.3      Subd. 2.  [FAMILY PLANNING FUNDS.] $300,000 is appropriated 
  3.4   from the general fund to the commissioner of health to allow for 
  3.5   maintenance of effort in the statewide distribution of family 
  3.6   planning funds from all sources.  The appropriation shall not be 
  3.7   included in the department's subsequent base budget without 
  3.8   specific legislative authority. 
  3.9      Subd. 3.  [SECOND CHANCE HOME.] $....... is appropriated 
  3.10  from the general fund to the commissioner of health to establish 
  3.11  second chance homes under Minnesota Statutes, section 145.9253.
