  1.1                          A bill for an act 
  1.2             relating to public employment; imposing a hiring 
  1.3             freeze on certain public employers. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HIRING FREEZE.] 
  1.6      A public employer, as defined in Minnesota Statutes, 
  1.7   section 179A.03, subdivision 15, and an employer in the 
  1.8   legislative branch may not hire any employees before January 1, 
  1.9   2000.  This prohibition does not apply to: 
  1.10     (1) school districts, cities, counties, towns, and other 
  1.11  political subdivisions; or 
  1.12     (2) the hiring of an essential employee as defined in 
  1.13  Minnesota Statutes, section 179A.03, subdivision 7, by any 
  1.14  public employer. 
  1.15     Sec. 2.  [EFFECTIVE DATE.] 
  1.16     Section 1 is effective the day following final enactment.
