A bill for an act
relating to education finance; providing for student teaching grants; appropriating
money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The sum indicated in this section is
appropriated from the general fund to the Department of Education in the fiscal year
designated.

new text begin (a) For transfer to the commissioner of higher education for
grants to support student teachers:

new text begin (b) The commissioner of higher education must establish an application process for
grants up to $....... for applicants to complete a student teaching experience for a full academic
year in a Minnesota school district or charter school. To be eligible for a grant, an applicant
must:

new text begin (1) be enrolled in a Professional Educator Licensing and Standards Board-approved
teacher preparation program;

new text begin (2) demonstrate financial need; and
new text end

new text begin (3) be meeting satisfactory progress as defined under Minnesota Statutes, section
136A.101, subdivision 10.

new text begin (c) The commissioner of higher education must give equal consideration to all eligible
applicants regardless of the order the application was received before the application deadline.

new text begin (d) The commissioner of higher education may retain up to ... percent of the appropriation
amount to administer the grant program.
