  1.1                          A bill for an act
  1.2             relating to health; providing a grant to the board of 
  1.3             regents of the University of Minnesota for type 1 
  1.4             diabetes research; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [FUNDING FOR TYPE 1 DIABETES RESEARCH.] 
  1.7      Subdivision 1.  [GRANT AWARD.] The commissioner of health 
  1.8   shall distribute the funds available under section 2 to the 
  1.9   board of regents of the University of Minnesota, to be provided 
  1.10  to the academic health center for research by the diabetes 
  1.11  institute for immunology and transplantation.  The institute 
  1.12  shall use the funds for research at the institute relating to 
  1.13  islet cell transplantation, islet cell distribution, and related 
  1.14  areas affecting persons with type 1 diabetes, including research 
  1.15  at the juvenile diabetes foundation center for islet 
  1.16  transplantation at the University of Minnesota and the juvenile 
  1.17  diabetes foundation human islet distribution program at the 
  1.18  University of Minnesota. 
  1.19     Subd. 2.  [REPORTING.] On December 1, 2001, December 1, 
  1.20  2002, and December 1, 2003, the institute shall report to the 
  1.21  commissioner and to the legislature on its use of funds received 
  1.22  under this section and progress made in research on islet cell 
  1.23  transplantation, islet cell distribution, and related areas.  In 
  1.24  reporting on its use of funds, the annual report must include, 
  1.25  but is not limited to, the amount of money the institute 
  2.1   received from the academic health center, the specific purposes 
  2.2   for which the funds were spent, and verification that the funds 
  2.3   were spent for allowable purposes according to this section.  In 
  2.4   reporting on progress made in research on transplantation, 
  2.5   distribution, and related areas, the annual report must include, 
  2.6   but is not limited to: 
  2.7      (1) data generated from the transplants on the benefits and 
  2.8   disadvantages of islet cell transplantation, including data on 
  2.9   the restoration and maintenance of tight blood sugar control and 
  2.10  insulin independence following transplantation; 
  2.11     (2) data on health care dollars per quality adjusted 
  2.12  life-year saved; and 
  2.13     (3) progress on achievement of health insurance coverage 
  2.14  for islet cell transplantation procedures. 
  2.15     Sec. 2.  [APPROPRIATION.] 
  2.16     $10,000,000 is appropriated in fiscal year 2001 from the 
  2.17  general fund to the commissioner of health for transfer to the 
  2.18  board of regents of the University of Minnesota to fund type 1 
  2.19  diabetes research according to section 1.  This appropriation is 
  2.20  available to the board of regents only if the funds are used to 
  2.21  supplement and not supplant existing funding from the board of 
  2.22  regents for the diabetes institute for immunology and 
  2.23  transplantation.  No portion of this appropriation may be used 
  2.24  by the commissioner for administrative expenses associated with 
  2.25  implementing this section. 
  2.26     Sec. 3.  [EFFECTIVE DATE.] 
  2.27     Sections 1 and 2 are effective July 1, 2000.
