A bill for an act
relating to energy; utilities; requiring the Public Utilities Commission and
Department of Commerce to develop and submit legislation that restructures
public utility regulation in Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin UTILITY REGULATION MODERNIZATION; LEGISLATION.

new text begin The Public Utilities Commission, in collaboration with the Department of
Commerce, shall develop legislation that simplifies, modernizes, and restructures public
utility regulation in Minnesota. The proposed legislation must conform as nearly as
possible to Connecticut Public Act 98-28, and must, to the extent necessary, modify or
replace the existing system for regulation of public utilities. The proposed legislation must
be completed and submitted to the chairs and ranking minority members of the house of
representatives and senate committees with jurisdiction over energy policy before January
1, 2015, to ensure full consideration during the 2015 regular legislative session.
