A bill for an act
relating to state government; creating the Diversity and Inclusion Council;
proposing coding for new law in Minnesota Statutes, chapter 15.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The Diversity and Inclusion Council is composed of
one member appointed by and serving at the pleasure of the governor; one member
appointed by and serving at the pleasure of the chancellor of the Minnesota State
Colleges and Universities; the commissioners of administration, employment and
economic development, education, health, human rights, management and budget, and
transportation; and the chair of the Metropolitan Council. The member appointed by the
governor is the chair of the council. The governor shall designate state agencies to provide
staff and administrative assistance to the council.

new text begin The council shall take steps to ensure that the state of Minnesota,
the Minnesota State Colleges and Universities, and the Metropolitan Council are leaders
in commitment to equal employment opportunities, equal contracting opportunities, and
full participation in civil life for all Minnesotans. For state agencies, the Minnesota State
Colleges and Universities, and the Metropolitan Council, the council shall:

new text begin (1) recommend best practices in the area of diversity and inclusion in recruiting;
retaining and promoting employees; contracting; and civic engagement;

new text begin (2) develop and monitor implementation of a long-range plan that will identify
barriers to success, metrics for measuring progress, and recommendations for achieving
goals in the area of diversity and inclusion in employment, contracting, and civic
engagement; and

new text begin (3) report to the governor and the legislature by January 15 of each year with specific
recommendations on issues within the council's jurisdiction, including recommended
changes to laws, administrative rules, and policies.

new text begin The council shall work in consultation with state agency
affirmative action officers, the Minnesota Council on Latino Affairs, the Council for
Minnesotans of African Heritage, the Council on Asian-Pacific Minnesotans, the
Minnesota Indian Affairs Council, the Minnesota State Council on Disability, the Office of
the Economic Status of Women, and other appropriate governmental entities. The council
shall consult with and solicit advice from private businesses and nonprofits regarding best
practices in the area of diversity and inclusion in recruiting and retaining employees
and in contracting.
