A bill for an act
relating to education; establishing a report card for colleges and universities that
offer teacher preparation programs approved by the state Board of Teaching;
amending Minnesota Statutes 2004, section 122A.18, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 122A.18, is amended by adding a
subdivision to read:

new text begin Teacher preparation program data; report. new text end

new text begin The Board of Teaching, in
cooperation with colleges and universities that offer board-approved teacher preparation
programs and the Office of Higher Education under section 136A.01, annually must
collect valid, reliable, and timely data for comparing the efficacy of the state's teacher
preparation programs. Each year, by June 1, summary data must be published on
programs' efficacy in an understandable, useful, and readily accessible electronic format.
The reported summary data at least must include:

new text begin (1) the student entrance and placement requirements for each board-approved
program;

new text begin (2) the average SAT and ACT scores of students entering each program in the
preceding school year;
new text end

new text begin (3) the grade point average by year for students enrolled in each program in the
preceding school year;
new text end

new text begin (4) the results of performance-based assessments by year for students enrolled in
each program in the preceding school year;
new text end

new text begin (5) the rates of faculty and student retention for each program;
new text end

new text begin (6) the number, rate, and completion time in term periods of students graduating
from each program in the preceding school year;
new text end

new text begin (7) the number and percent of graduates by program in the school year preceding the
last school year who were hired to teach full time in a Minnesota school in the preceding
school year;

new text begin (8) the number and percent of graduates by year of graduation for each program who
taught full time in a Minnesota school in the preceding school year;

new text begin (9) the number of required content area and other credits by program that students in
the preceding school year needed to complete to graduate;

new text begin (10) students' pass rates on skills and subject matter exams required for graduation
in each program and licensure area in the preceding school year;

new text begin (11) survey results measuring student and graduate satisfaction with each program in
the preceding school year;

new text begin (12) faculty qualifications by program; and
new text end

new text begin (13) a standard measure of the satisfaction of the school principal or supervising
teacher with the student teachers assigned to the school or that supervising teacher.
