A bill for an act
relating to state aid; allowing use of state infrastructure aid to restore lost health
care services; amending Minnesota Statutes 2016, section 469.47, by adding a
subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 469.47, is amended by adding a subdivision
to read:

new text begin Aid to restore health care service levels. new text end

new text begin (a) Notwithstanding any law to the
contrary, by April 1 of each year a local government located outside the city of Rochester
but inside the state may certify to the commissioner the local government's expenditures in
the preceding calendar year for reimbursement with general state infrastructure aid under
this section.

new text begin (b) For purposes of this section, allowable local government expenditures include
construction of or improvements to privately owned buildings for the purpose of restoring
health care service levels within the local government's jurisdiction to the same or similar
levels that existed on January 1, 2015.

new text begin (c) Local governments eligible under this subdivision include those that have experienced
a loss of health care services due to the closure or reduction of services provided by Mayo
clinics since January 1, 2015.

new text begin (d) In order to qualify for general state infrastructure aid under this subdivision, the local
government must demonstrate a local matching contribution of at least 50 percent of the
expenditures requested.
