A bill for an act
relating to the legislature; requiring a 24-hour waiting period before consideration
of certain conference committee reports; proposing coding for new law in
Minnesota Statutes, chapter 3.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The house of representatives and the senate may not consider a conference
committee report on a major budget bill unless the conference committee report has been
publicly available for at least 24 hours. For purposes of this section, major budget bills are
the primary bill each annual legislative session that establishes tax policy and determines
tax revenues, and the primary bills that make or adjust appropriations for one or more
of the following topics: early childhood education, K-12 education, higher education,
agriculture, economic development, health and human services, state government,
transportation, public safety, environment and natural resources, and capital investment.
