  1.1                          A bill for an act 
  1.2             relating to the organization and operation of state 
  1.3             government; transferring money from general fund to 
  1.4             trunk highway fund as reimbursement for nonhighway 
  1.5             expenditures. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [FINDINGS.] 
  1.8      The legislature finds that money has been appropriated from 
  1.9   the trunk highway fund for purposes other than highway purposes, 
  1.10  in violation of the Minnesota Constitution, article XIV, section 
  1.11  5, and for purposes not specified in the Minnesota Constitution, 
  1.12  article XIV, section 2, in violation of the Minnesota 
  1.13  Constitution, article XIV, section 6, and Minnesota Statutes, 
  1.14  section 161.20, subdivision 3.  It is therefore in the public 
  1.15  interest that money in the trunk highway fund not be used to 
  1.16  fund appropriations for metropolitan public safety radio 
  1.17  communications systems, emergency medical services, economic 
  1.18  development office of tourism, criminal justice information 
  1.19  systems, Mississippi river commission, K-12 driver education 
  1.20  programs, greater Minnesota transit administration, department 
  1.21  of transportation rails and waterways program, department of 
  1.22  transportation motor carrier program, telecommunication grants, 
  1.23  Minnesota safety council, and department of transportation tort 
  1.24  claims. 
  1.25     Sec. 2.  [TRANSFER.] 
  2.1      $8,181,000 is appropriated from the general fund for 
  2.2   transfer by the commissioner of finance to the trunk highway 
  2.3   fund to reimburse the trunk highway fund for expenses unrelated 
  2.4   to the trunk highway fund.
