  1.1                          A bill for an act 
  1.2             relating to metropolitan government; modifying 
  1.3             requirement for affirmative action plans by certain 
  1.4             contractors; amending Minnesota Statutes 1996, section 
  1.5             473.144. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 473.144, is 
  1.8   amended to read: 
  1.9      473.144 [CERTIFICATES OF COMPLIANCE FOR CONTRACTS.] 
  1.10     Neither the council nor an agency listed in section 
  1.11  473.143, subdivision 1, may accept any bid or proposal for a 
  1.12  contract or unless the firm or business has an affirmative 
  1.13  action plan submitted to the commissioner of human rights for 
  1.14  approval.  Neither the council nor an agency listed in section 
  1.15  473.143, subdivision 1, may execute a contract for goods or 
  1.16  services in excess of $50,000 $100,000 with any business having 
  1.17  more than 20 40 full-time employees, either within or outside 
  1.18  this state, on a single working day during the previous 12 
  1.19  months, unless the business has an affirmative action plan for 
  1.20  the employment of minority persons, women, and the disabled that 
  1.21  has been approved by the commissioner of human rights.  Receipt 
  1.22  of a certificate of compliance from the commissioner of human 
  1.23  rights signifies that a business has an approved affirmative 
  1.24  action plan.  A certificate is valid for two years.  Section 
  1.25  363.073 governs revocation of certificates.  The rules adopted 
  2.1   by the commissioner of human rights under section 363.074 apply 
  2.2   to this section. 
  2.3      Sec. 2.  [EFFECTIVE DATE; APPLICATION.] 
  2.4      Section 1 is effective the day following final enactment 
  2.5   and applies in the counties of Anoka, Carver, Dakota, Hennepin, 
  2.6   Ramsey, Scott, and Washington.
