  1.1                          A bill for an act 
  1.2             relating to crime; establishing the CODEFOR (Computer 
  1.3             Optimized Development-Focus On Results) law 
  1.4             enforcement strategy grant program in Hennepin county; 
  1.5             appropriating money; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 299A. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [299A.67] [CODEFOR (COMPUTER OPTIMIZED 
  1.9   DEVELOPMENT-FOCUS ON RESULTS); DEMONSTRATION GRANT PROGRAM; 
  1.10  HENNEPIN COUNTY.] 
  1.11     Subdivision 1.  [ESTABLISHMENT.] A demonstration grant 
  1.12  program is established under the commissioner of public safety 
  1.13  to assist Hennepin county criminal justice agencies implement 
  1.14  the CODEFOR (Computer Optimized Development-Focus On Results) 
  1.15  law enforcement strategy designed to result in enhanced 
  1.16  misdemeanor enforcement.  The commissioner shall act as the 
  1.17  fiscal agent for the grant program and shall be responsible for 
  1.18  receiving applications for grants and awarding grants under this 
  1.19  section. 
  1.20     Subd. 2.  [APPLICATION FOR GRANT.] A criminal justice 
  1.21  agency in Hennepin county may apply for a grant under this 
  1.22  section by submitting an application to the commissioner on a 
  1.23  form prescribed by the commissioner.  The applicant must: 
  1.24     (1) identify the increased need for human and other 
  1.25  resources needed by the agency in implementation of its 
  1.26  component CODEFOR strategy; 
  2.1      (2) describe the amount of funding needed to meet the 
  2.2   projected increase in workload under CODEFOR; and 
  2.3      (3) contain the agency's plan for use of the grant funds. 
  2.4      Sec. 2.  [APPROPRIATION; CODEFOR DEMONSTRATION GRANT 
  2.5   PROGRAM.] 
  2.6      $7,072,934 is appropriated from the general fund to the 
  2.7   commissioner of public safety to be distributed as grant funds 
  2.8   under Minnesota Statutes, section 299A.67.  This appropriation 
  2.9   is available until expended.
