A bill for an act
relating to human services; providing grants to sober homes for the establishment
and expansion of supportive services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Eligibility. new text end

new text begin The commissioner of human services shall issue a request
for proposals to provide grants to sober homes to support the development and expansion
of supportive services. To be eligible to apply, a sober home must:

new text begin (1) be not-for-profit;
new text end

new text begin (2) primarily serve men age 40 and over;
new text end

new text begin (3) demonstrate a 12-month sobriety success rate of 55 percent or higher; and
new text end

new text begin (4) provide, or plan to provide, supportive services such as: job training; coaching;
re-entry services; transportation services; nutrition services; and initial health assessments
and appropriate referrals.

new text begin Grant amounts. new text end

new text begin The commissioner may award up to two grants, with
a maximum aggregate grant amount of $400,000. Grants shall be used by recipients
to develop the staffing and infrastructure necessary to establish and expand supportive
services. Grant applicants must demonstrate to the commissioner that the new or
expanded supportive services can be fully funded by nonstate dollars within one year of
the establishment or expansion of the services.
