A bill for an act
relating to public safety; providing for a study of the total economic costs of
violence and a report to the legislature; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin TOTAL ECONOMIC COSTS OF VIOLENCE; STUDY.

new text begin (a) The commissioner of health, in consultation with the commissioners of public
safety, corrections, human services, education, revenue, commerce, and employment and
economic development, shall conduct a study and submit a report to the legislature on
the total economic costs of violence in the state. The commissioner may also consult
with the judiciary, Minnesota County Attorneys Association, State Public Defenders
Office, Minnesota County Probation Officers Association, Minnesota Chiefs of Police
Association, Minnesota Sheriffs' Association, Minnesota Police and Peace Officers
Association, League of Minnesota Cities, Association of Minnesota Counties, Minnesota
Housing Finance Agency, Minnesota Association of Community Corrections Act
Counties, Minnesota Center Against Violence and Abuse (MINCAVA), and other entities
able to provide information on the economic costs of violence.

new text begin (1) the costs:
new text end

new text begin (i) of treatment and care for victims and survivors of violence, such as physical and
mental health care, level one trauma care, prescriptions, rehabilitation, medical devices,
insurance claim processing, coroner services, and premature burial;
new text end

new text begin (ii) to family and nonfamily households for wage losses due to the death or
permanent or temporary disability of a wage earner, legal assistance, and physical and
mental health care due to violence by or against a household member or for the diminished
income level of a convicted felon;
new text end

new text begin (iii) to employers for recruitment and training of replacements for workers who,
due to violence, are killed or permanently disabled and for employer rescheduling due
to temporary disability and for disruption of the workplace with discussions of firearm
incidents;

new text begin (iv) of domestic violence;
new text end

new text begin (v) of suicides;
new text end

new text begin (vi) to communities for loss of business, tourism, and community development
due to violence;
new text end

new text begin (vii) to the state and counties for criminal justice, sanctions, legal defense,
prosecution, and incarceration costs due to violence;

new text begin (viii) to the state for loss of income tax revenue due to wage losses from the death
or permanent or temporary disability of a wage earner due to violence or the diminished
income level of a convicted felon; and

new text begin (ix) to school districts for security, prevention programs, and actual acts of school
violence;

new text begin (2) a comprehensive plan to reduce violence;
new text end

new text begin (3) new funding sources to cover the costs of violence, such as an investigation
of new tax revenues; and
new text end

new text begin (4) any additional information or analyses relevant to the identification of the total
economic costs of violence and its remedies.

new text begin (c) The commissioner of health shall report to the legislature by March 15, 2016,
on the results of the study, specifically including, but not limited to, summaries of the
economic costs of domestic violence, sexual violence, firearms-related violence, and
school violence under this section.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $....... is appropriated in fiscal year 2015 from the general fund to the commissioner
of health for the purposes of section 1.
