  1.1                          A bill for an act 
  1.2             relating to transportation; requiring metropolitan 
  1.3             council to study coordination and regulation of 
  1.4             certain transit services and report to legislature. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [COORDINATION STUDY.] 
  1.7      The metropolitan council shall conduct a study of the 
  1.8   coordination and regulation of services provided by airport 
  1.9   passenger service providers; taxicabs; and paratransit, as 
  1.10  defined in Minnesota Statutes, section 174.22, subdivision 6; 
  1.11  within the metropolitan area, as defined in Minnesota Statutes, 
  1.12  section 473.121, subdivision 2; in order to advise the 
  1.13  legislature concerning possible improvements in service 
  1.14  coordination and safety.  In conducting this study, the council 
  1.15  shall consult with representatives of cities and towns within 
  1.16  the metropolitan area, service providers, users of the services 
  1.17  in question, the association of metropolitan municipalities, and 
  1.18  affected labor unions.  The study shall include, but is not 
  1.19  limited to: 
  1.20     (1) an identification of the nature and availability of 
  1.21  services provided by airport passenger service providers, 
  1.22  taxicabs, and paratransit; 
  1.23     (2) recommendations concerning combining, coordinating, or 
  1.24  centralizing identified services; 
  1.25     (3) an identification of the regulating entities and 
  2.1   regulations, particularly those related to safety, which govern 
  2.2   the identified services; and 
  2.3      (4) recommendations on achieving greater uniformity in the 
  2.4   regulatory system.  
  2.5      By February 1, 1997, the council shall submit to the 
  2.6   transportation committees of the legislature a report on the 
  2.7   coordination study.
