A bill for an act
relating to employment; establishing the emerging workforce grant program;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin EMERGING WORKFORCE GRANT PROGRAM;
APPROPRIATION.

new text begin $5,000,000 in fiscal year 2015 is appropriated from the general fund to the
commissioner of employment and economic development to develop, implement,
and administer an emerging workforce grant program for grants to community-based
organizations originating within underserved immigrant communities, communities
of color, and American Indian communities in the state having unemployment rates
exceeding state averages or graduation rates below state averages. The purpose of the grant
program is to provide workforce development training, bridging, and other supports for
adults within these underserved communities. The commissioner must make grant awards
through an open and public process and must include collaboration with individuals
representing diverse communities in Minnesota. This appropriation is available until spent.
