A bill for an act
relating to transportation; exempting location requirements for deputy registrars
and driver's license agents who offer bilingual services; amending Minnesota
Statutes 2022, section 168.33, by adding a subdivision; proposing coding for new
law in Minnesota Statutes, chapter 171.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 168.33, is amended by adding a subdivision
to read:

new text begin Deputy registrar; bilingual services. new text end

new text begin (a) Notwithstanding rules adopted by
the commissioner of public safety limiting sites for the office of a deputy registrar based
on either the distance to an existing deputy registrar office or the annual volume of
transactions processed by any deputy registrar, the commissioner of public safety shall
permit the appointment and operation of a deputy registrar who:

new text begin (1) offers services in languages other than English at its proposed location;
new text end

new text begin (2) processes 30 percent of the location's estimated transactions in a language other than
English; and
new text end

new text begin (3) conducts 20 percent of the location's estimated transactions with persons with
disabilities, as defined in section 363A.03.

new text begin (b) All other provisions regarding the appointment and operation of a deputy registrar
of motor vehicles under Minnesota Rules, chapter 7406, not inconsistent with this section,
apply to the office.

new text begin [171.062] DRIVER'S LICENSE AGENT OFFERING BILINGUAL
SERVICES.

new text begin (a) Notwithstanding section 171.061 and rules adopted by the commissioner limiting
sites of the office of a driver's license agent based on either the distance to an existing driver's
license agent's office or the annual volume of transactions processed by any driver's license
agent, the commissioner of public safety shall permit the appointment and operation of a
driver's license agent who:
