A bill for an act
relating to public safety; requiring commissioner of public safety's annual report
on human trafficking include information on trafficking of American Indian
women and girls; appropriating money for research on trafficking of American
Indian women and girls; amending Minnesota Statutes 2006, section 299A.785,
subdivision 2.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 299A.785, subdivision 2, is amended to
read:


Subd. 2.

Report and annual publication.

(a) By September 1, 2006, the
commissioner of public safety shall report to the chairs of the senate and house of
representatives committees and divisions having jurisdiction over criminal justice policy
and funding a summary of its findings. This report shall include, to the extent possible, the
information to be collected in subdivision 1 and any other information the commissioner
finds relevant to the issue of trafficking in Minnesota.

(b) The commissioner shall gather, compile, and publish annually statistical data
on the extent and nature of trafficking in Minnesota. This annual publication shall be
available to the public and include, to the extent possible, the information to be collected
in subdivision 1 and any other information the commissioner finds relevant to the issue of
trafficking in Minnesota.new text begin In addition, the report must include research and data specific to
the domestic trafficking of American Indian women and girls in Minnesota.

Sec. 2. new text begin APPROPRIATION; REPORT.

new text begin (a) $ ....... is appropriated from the general fund for the fiscal year ending June
30, 2009, to the commissioner of public safety for a grant to a nonprofit organization
to conduct culturally based research on the sex trafficking of American Indian women
and girls in Minnesota. The grant recipient must be an established American Indian
nonprofit organization whose mission is to serve American Indian women and girls and
their families, with a focus on sexual/gender violence advocacy, building resources, and
creating policy change and awareness to end sexual violence. In addition, the organization
must have American Indian women in leadership positions, be governed by a board of
directors that is a majority of American Indian women, and be an organization currently
working on the issue of trafficking of American Indian women and girls statewide. The
organization must have extensive experience in working on violence against American
Indian women issues, working on reservations in the state of Minnesota, partnering with
other Native women-led agencies, be based in the Twin Cities metropolitan area but with
statewide networks, and have experience managing governmental funds.

jurisdiction over criminal justice policy and funding on the results of the research. In
addition, the report must include recommendations for action in prevention, education and
awareness building, intervention, and prosecution of the perpetrators of sex trafficking of
American Indian women and girls.
