  1.1                          A bill for an act 
  1.2             relating to governmental operations; appropriating 
  1.3             money for regional planning. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [REGIONAL PLANNING APPROPRIATION.] 
  1.6      $450,000 is appropriated from the general fund to the 
  1.7   director of the office of strategic and long-range planning for 
  1.8   grants of $50,000 each to regional development commissions or, 
  1.9   in regions not served by regional development commissions, to 
  1.10  regional organizations selected by the director, to support 
  1.11  planning work on behalf of local units of government.  A region 
  1.12  that received a grant from the appropriation in Laws 1999, 
  1.13  chapter 250, article 1, section 11, for regional planning is not 
  1.14  eligible to receive a grant from this appropriation.  The 
  1.15  planning work must include, but need not be limited to:  
  1.16     (1) development of local zoning ordinances; 
  1.17     (2) land use plans; 
  1.18     (3) community or economic development plans; 
  1.19     (4) transportation and transit plans; 
  1.20     (5) solid waste management plans; 
  1.21     (6) wastewater management plans; 
  1.22     (7) workforce development plans; 
  1.23     (8) housing development plans and/or market analysis; 
  1.24     (9) rural health service plans; 
  2.1      (10) natural resources management plans; or 
  2.2      (11) development of geographical information systems 
  2.3   database to serve a region's needs, including hardware and 
  2.4   software purchases and related labor costs.
