  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to better public land and other public improvements of 
  1.4             a capital nature; authorizing issuance of state bonds; 
  1.5             appropriating money for landscaping and historic 
  1.6             lighting and railing in the gateway/trunk highway No. 
  1.7             5 entrance area in the city of St. Paul. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     $1,000,000 is appropriated from the bond proceeds fund to 
  1.11  the commissioner of trade and economic development for a grant 
  1.12  to the city of St. Paul for native landscaping along trunk 
  1.13  highway No. 5 from the Minneapolis-St. Paul International 
  1.14  Airport to the Fort Snelling tunnel, historic lighting and 
  1.15  railing on both the trunk highway No. 5 bridge over the 
  1.16  Mississippi river and the West Seventh Street bridge over I-35E, 
  1.17  and historic lighting and improved landscaping on West Seventh 
  1.18  Street from the Mississippi river to I-35E. 
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated in section 1 from the 
  1.21  bond proceeds fund, the commissioner of finance shall sell and 
  1.22  issue bonds of the state in an amount up to $1,000,000, in the 
  1.23  manner, on the terms, and with the effect prescribed by 
  1.24  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.25  Minnesota Constitution, article XI, sections 4 to 7. 
  1.26     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Sections 1 and 2 are effective the day following final 
  2.2   enactment.
