  1.1                          A bill for an act 
  1.2             relating to education finance; requiring the 
  1.3             commissioner of children, families, and learning to 
  1.4             prepare a study on full-day kindergarten.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [KINDERGARTEN STUDY; COMMISSIONER OF CHILDREN, 
  1.7   FAMILIES, AND LEARNING.] 
  1.8      The commissioner of children, families, and learning must 
  1.9   report to the education committees of the legislature by 
  1.10  February 15, 2003, on Minnesota's kindergarten programs.  The 
  1.11  report must include summaries of the first grade preparedness 
  1.12  program, information on full-day and part-day kindergarten 
  1.13  programs in the state, descriptions of studies in other states 
  1.14  on the efficacy of full-day kindergarten, and financing options 
  1.15  for funding full-day kindergarten on a statewide basis. 
  1.16     [EFFECTIVE DATE.] This section is effective for revenue for 
  1.17  fiscal year 2004.
