  1.1                          A bill for an act 
  1.2             relating to the county aid program; adjusting the 
  1.3             formula for the tax base equalization aid; amending 
  1.4             Minnesota Statutes 2003 Supplement, section 477A.0124, 
  1.5             subdivision 4. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.8   477A.0124, subdivision 4, is amended to read: 
  1.9      Subd. 4.  [COUNTY TAX-BASE EQUALIZATION AID.] (a) For 2005 
  1.10  and subsequent years, the money appropriated to county tax-base 
  1.11  equalization aid each calendar year shall be apportioned among 
  1.12  the counties according to each county's tax-base equalization 
  1.13  aid factor. 
  1.14     (b) A county's tax-base equalization aid factor is equal to 
  1.15  the amount by which (i) $185 times the county's population, 
  1.16  exceeds (ii) 9.45 percent of the county's net tax capacity. 
  1.17     (c) In the case of a county with a population less than 
  1.18  10,000, the factor determined in paragraph (b) shall be 
  1.19  multiplied by a factor of three. 
  1.20     (d) In the case of a county with a population greater than 
  1.21  or equal to 10,000, but less than 12,500, the factor determined 
  1.22  in paragraph (b) shall be multiplied by a factor of two equal to 
  1.23  three minus the product of (1) two and (2) the ratio of (i) the 
  1.24  county's population in excess of 10,000 to (ii) 2,500. 
  1.25     (e) In the case of a county with a population greater than 
  2.1   500,000, the factor determined in paragraph (b) shall be 
  2.2   multiplied by a factor of 0.25. 
  2.3      [EFFECTIVE DATE.] This section is effective for aid payable 
  2.4   in 2005 and thereafter.
