  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for the Minnesota river basin conservation reserve 
  1.4             enhancement program; authorizing the sale of state 
  1.5             bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MINNESOTA RIVER BASIN CONSERVATION RESERVE 
  1.8   ENHANCEMENT PROGRAM.] 
  1.9      Subdivision 1.  [APPROPRIATION.] $60,000,000 is 
  1.10  appropriated from the bond proceeds fund to the board of soil 
  1.11  and water resources for the Minnesota river basin conservation 
  1.12  reserve enhancement program.  This appropriation must be used to 
  1.13  acquire easements and implement conservation practices on 
  1.14  frequently flooded cropland, including land within the 100-year 
  1.15  floodplain and the major tributaries; on marginal cropland along 
  1.16  rivers and streams; and on drained or altered wetlands in the 
  1.17  Minnesota river basin to protect soil, enhance water quality, 
  1.18  and support fish and wildlife habitat as provided in Minnesota 
  1.19  Statutes, sections 103F.515 and 103F.516.  Up to 20 percent of 
  1.20  this appropriation may be used for professional and technical 
  1.21  services to administer the program. 
  1.22     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.23  this act from the bond proceeds fund, the commissioner of 
  1.24  finance shall sell and issue bonds of the state in an amount up 
  1.25  to $60,000,000 in the manner, upon the terms, and with the 
  2.1   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.2   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.3   4 to 7, provided that $15,000,000 may not be sold before July 1, 
  2.4   2002. 
  2.5      Sec. 2.  [EFFECTIVE DATE.] 
  2.6      This act is effective the day following final enactment.
