  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for capital improvements at Bemidji state university; 
  1.4             authorizing the issuance of bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      (a) $18,000,000 is appropriated from the bond proceeds fund 
  1.8   to the board of trustees of the Minnesota state colleges and 
  1.9   universities for capital improvements at Bemidji state 
  1.10  university described in paragraph (b). 
  1.11     (b) The appropriation in paragraph (a) is for:  (1) 
  1.12  remodeling of the John Glass field house at Bemidji state 
  1.13  university, including improvements to the hockey arena, swimming 
  1.14  pool, and basketball court; (2) capital improvements to the 
  1.15  heating plant and distribution system; and (3) acquisition and 
  1.16  demolition of the former Bemidji high school. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in section 1 from the 
  1.19  bond proceeds fund, the commissioner of finance shall sell and 
  1.20  issue bonds of the state in an amount up to $18,000,000 in the 
  1.21  manner, on the terms, and with the effect prescribed by 
  1.22  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.23  Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     Sections 1 and 2 are effective the day following final 
  2.1   enactment.
