  1.1                          A bill for an act 
  1.2             relating to game and fish; allowing certain 
  1.3             nonresident youth to obtain a resident small game 
  1.4             license; amending Minnesota Statutes 1994, section 
  1.5             97A.451, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 97A.451, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3a.  [NONRESIDENTS UNDER AGE 16; SMALL GAME.] (a) A 
  1.10  nonresident under age 16 may obtain a Minnesota resident small 
  1.11  game license and may take small game, except wild turkey, if the 
  1.12  nonresident's state, or province or territory of Canada, 
  1.13  provides a reciprocal licensing agreement for Minnesota 
  1.14  residents who are under age 16. 
  1.15     (b) To obtain a small game license under this subdivision, 
  1.16  a nonresident youth may not have turned 16 before September 1 of 
  1.17  the year for which the license is issued, and must possess a 
  1.18  certificate of completion for a certified hunter education 
  1.19  course. 
  1.20     (c) A nonresident youth obtaining a license under this 
  1.21  subdivision must hunt under the supervision of an adult family 
  1.22  member or legal guardian who is licensed to hunt small game in 
  1.23  this state.
