  1.1                          A bill for an act 
  1.2             relating to gambling; providing for a specified 
  1.3             scratch-off lottery game; appropriating proceeds for 
  1.4             antiterrorism initiatives. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [SCRATCH-OFF GAME.] 
  1.7      The director of the lottery must create a scratch-off 
  1.8   lottery game in which participants may win by scratching off, 
  1.9   and thus obliterating, a likeness of Osama Bin Laden.  Net 
  1.10  proceeds from the sale of this game that are not 
  1.11  constitutionally dedicated for other purposes are appropriated 
  1.12  for purposes of funding antiterrorism legislation enacted by the 
  1.13  legislature in 2002. 
  1.14     Sec. 2.  [EFFECTIVE DATE.] 
  1.15     Section 1 is effective the day following final enactment.
