  1.1                          A bill for an act 
  1.2             relating to highways; authorizing issuance of bonds 
  1.3             for improvements to marked trunk highway No. 371; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $22,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of transportation for construction engineering, 
  1.9   right-of-way acquisition, and construction of improvements to 
  1.10  marked trunk highway No. 371 between Brainerd and marked trunk 
  1.11  highway No. 10, for the purpose of upgrading the highway to a 
  1.12  four-lane expressway.  The commissioner may use any part of this 
  1.13  appropriation to match available federal funds for this project. 
  1.14  The commissioner shall begin construction of this improvement at 
  1.15  the earliest feasible date after July 1, 2000. 
  1.16     Sec. 2.  [BOND SALE AUTHORIZED.] 
  1.17     To provide the money appropriated under section 1, the 
  1.18  commissioner of finance, on request of the governor, shall sell 
  1.19  and issue bonds of the state in an amount up to $22,000,000 in 
  1.20  the manner, upon the terms, and with the effect prescribed by 
  1.21  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.22  Minnesota Constitution, article XI, sections 4 to 7.
