  1.1                          A bill for an act 
  1.2             relating to sexual health; appropriating money to the 
  1.3             department of health to be used for the institute for 
  1.4             child and adolescent sexual health programs.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEPARTMENT OF HEALTH; INSTITUTE FOR CHILD AND 
  1.7   ADOLESCENT SEXUAL HEALTH; PROGRAMS; APPROPRIATIONS.] 
  1.8      Subdivision 1.  [EARLY AGE TREATMENT PROGRAMS.] $....... is 
  1.9   appropriated from the general fund to the department of health 
  1.10  for the purpose of funding the institute for child and 
  1.11  adolescent sexual health early age treatment programs for those 
  1.12  exhibiting sexual aggression who have not been adjudicated, to 
  1.13  be available for the fiscal year ending June 30, 1997.  
  1.14     Subd. 2.  [EARLY RISK AND PROTECTIVE FACTOR EDUCATION 
  1.15  STRATEGIES.] $....... is appropriated from the general fund to 
  1.16  the department of health for the purpose of the institute for 
  1.17  child and adolescent sexual health developing and implementing 
  1.18  intervention and education strategies from the report on early 
  1.19  risk and protective factors study to be a part of its 
  1.20  educational program, to be available for the fiscal year ending 
  1.21  June 30, 1997.  
  1.22     Subd. 3.  [SEXUALITY EDUCATION PROGRAMS.] $....... is 
  1.23  appropriated from the general fund to the department of health 
  1.24  for the purpose of the institute for child and adolescent sexual 
  1.25  health doing follow up analysis of the comprehensive survey of 
  2.1   sexuality education programs in Minnesota conducted by the 
  2.2   department of children, families, and learning and cosponsored 
  2.3   by the institute for the purpose of identifying exemplary 
  2.4   portions of programs for replication and incorporation into 
  2.5   other programming or curricula, to be available for the fiscal 
  2.6   year ending June 30, 1997.  
  2.7      Subd. 4.  [NETWORK OF HELPING AND EDUCATION ORIENTED 
  2.8   GROUPS.] $....... is appropriated from the general fund to the 
  2.9   department of health for the purpose of the institute for child 
  2.10  and adolescent sexual health establishing a recognized network 
  2.11  between those who work with sexual abusers, victims of sexual 
  2.12  aggression and those who provide prevention oriented education 
  2.13  including, but not limited to the following groups:  
  2.14  corrections, treatment facilities, the medical community, 
  2.15  schools, academia, communities of faith, communities of color, 
  2.16  and other invested individuals, families, and groups, to be 
  2.17  available for the fiscal year ending June 30, 1997.  
  2.18     Subd. 5.  [SEXUAL VIOLENCE PREVENTING EDUCATION.] $....... 
  2.19  is appropriated from the general fund to the department of 
  2.20  health for the purpose of the institute for child and adolescent 
  2.21  sexual health disseminating educational materials focusing on 
  2.22  sexual violence prevention and sexual health promotion to crisis 
  2.23  nurseries, schools, treatment centers, correctional facilities, 
  2.24  alternative learning centers, and other interested agencies, to 
  2.25  be available for the fiscal year ending June 30, 1997.
