  1.1                          A bill for an act 
  1.2             relating to natural resources; modifying restrictions 
  1.3             on turtle seller's licenses; amending Minnesota 
  1.4             Statutes 2002, section 97C.605, subdivision 2. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 97C.605, 
  1.7   subdivision 2, is amended to read: 
  1.8      Subd. 2.  [TURTLE SELLER'S LICENSE.] (a) A person may not 
  1.9   take, possess, buy, or transport turtles for sale; sell turtles; 
  1.10  or take turtles for sale using commercial equipment without a 
  1.11  turtle seller's license, except as provided in subdivision 2c. 
  1.12     (b) Except for renewals, no new turtle seller's licenses 
  1.13  may be issued after August 1, 2002.  The commissioner shall not 
  1.14  issue more than 100 turtle seller's licenses in any year.  If 
  1.15  more than 100 turtle seller's license applications are received 
  1.16  in any year, the commissioner shall give preference for 
  1.17  licensing to persons licensed in the previous year.
