  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             providing for grants to local government units for 
  1.6             parks, recreation buildings, and school buildings for 
  1.7             youth enrichment activities; authorizing issuance of 
  1.8             bonds; appropriating money. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [YOUTH ENRICHMENT GRANTS.] 
  1.11     Subdivision 1.  [APPROPRIATION.] $16,000,000 is 
  1.12  appropriated from the bond proceeds fund to the commissioner of 
  1.13  children, families, and learning for the purposes specified in 
  1.14  this section, subject to the requirements of Minnesota Statutes, 
  1.15  section 16A.695.  
  1.16     Subd. 2.  [YOUTH INITIATIVE GRANTS.] (a) The appropriation 
  1.17  in subdivision 1 is for grants to local government units to 
  1.18  design, furnish, equip, repair, replace, or construct parks and 
  1.19  recreation buildings and school buildings to provide youth, with 
  1.20  preference for youth in grades four through eight, with regular 
  1.21  enrichment activities during nonschool hours, including after 
  1.22  school, evenings, weekends, and school vacation periods, and 
  1.23  that will provide equal access and programming for girls.  The 
  1.24  buildings may be leased to nonprofit community organizations, 
  1.25  subject to Minnesota Statutes, section 16A.695, for the same 
  1.26  purposes.  Enrichment programs include academic enrichment, 
  1.27  homework assistance, computer and technology use, arts and 
  2.1   cultural activities, clubs, school-to-work and work force 
  2.2   development, athletic, and recreational activities.  Grants must 
  2.3   be used to expand the number of children participating in 
  2.4   enrichment programs or improve the quality or range of program 
  2.5   offerings.  The facilities must be fully available for 
  2.6   programming sponsored by youth-serving nonprofit and community 
  2.7   groups, or school, county, or city programs, for maximum hours 
  2.8   after school, evenings, weekends, summers, and other school 
  2.9   vacation periods.  Priority must be given to proposals that 
  2.10  demonstrate collaboration among private, nonprofit, and public 
  2.11  agencies, including regional entities dealing with at-risk 
  2.12  youth, and community and parent organizations in arranging for 
  2.13  programming, staffing, transportation, and equipment.  All 
  2.14  proposals must include an inventory of existing facilities and 
  2.15  an assessment of programming needs in the community. 
  2.16     (b) Of the amount in subdivision 1, $5,000,000 is for 
  2.17  enrichment grants within the city of Minneapolis. 
  2.18     (c) Of the amount in paragraph (b), at least $2,500,000 
  2.19  must be used in the neighborhoods of Central, Whittier, and 
  2.20  Phillips. 
  2.21     (d) Of the amount in subdivision 1, $5,000,000 is for 
  2.22  enrichment grants within the city of St. Paul. 
  2.23     (e) Of the amount in paragraph (d), at least $2,500,000 
  2.24  must be used in the neighborhoods of Summit-University, 
  2.25  Thomas-Dale, North End, Payne-Phalen, Daytons Bluff, and the 
  2.26  West Side. 
  2.27     (f) Of the amount in subdivision 1, $6,000,000 is for 
  2.28  enrichment grants outside of the cities of Minneapolis and St. 
  2.29  Paul. 
  2.30     (g) Priority must be given to school attendance areas with 
  2.31  high concentrations of children eligible for free or reduced 
  2.32  school lunch and to government units demonstrating a commitment 
  2.33  to collaborative youth efforts. 
  2.34     (h) Each grant must be matched by $1 from local sources for 
  2.35  each $2 of state money.  In-kind contributions of facilities may 
  2.36  be used for the local match.  The value of in-kind contributions 
  3.1   must be determined by the commissioner of finance. 
  3.2      (i) Preference must be given to projects for which at least 
  3.3   ten percent of the youth initiative grant is expended using 
  3.4   youthbuild under Minnesota Statutes, sections 268.361 to 
  3.5   268.366, or other youth employment and training programs, for 
  3.6   the labor portion of the construction.  Eligible programs must 
  3.7   consult with appropriate labor organizations to deliver 
  3.8   education and training.  
  3.9      Sec. 2.  [BOND SALE.] 
  3.10     To provide the money appropriated in section 1 from the 
  3.11  bond proceeds fund, the commissioner of finance, on request of 
  3.12  the governor, shall sell and issue bonds of the state in an 
  3.13  amount up to $16,000,000 in the manner, on the terms, and with 
  3.14  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  3.15  16A.675, and by the Minnesota Constitution, article XI, sections 
  3.16  4 to 7. 
  3.17     Sec. 3.  [EFFECTIVE DATE.] 
  3.18     Sections 1 and 2 are effective the day following final 
  3.19  enactment.
