  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds; appropriating money for phase II of the 
  1.4             renovation and restoration of the indoor and outdoor 
  1.5             student athletic facilities at Minnesota State 
  1.6             University, Mankato. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      $9,700,000 is appropriated from the bond proceeds fund to 
  1.10  the board of trustees of the Minnesota State Colleges and 
  1.11  Universities for phase II of the renovation and restoration of 
  1.12  the indoor and outdoor student athletic facilities at Minnesota 
  1.13  State University, Mankato, including Pennington Building, 
  1.14  Highland Center, and Highland North, including the deferred 
  1.15  maintenance backlog, program inefficiencies, code deficiencies, 
  1.16  OCR requirements, bringing the building into compliance with 
  1.17  NCAA intercollegiate regulations, finishing of the lower level 
  1.18  shell space in the Taylor Center to house the wrestling locker 
  1.19  and practice rooms and an athletic weight room, and extension of 
  1.20  the central chilled water loop to provide cooling to the 
  1.21  athletic facilities. 
  1.22     Sec. 2.  [BOND SALE.] 
  1.23     To provide the money appropriated in this act from the bond 
  1.24  proceeds fund, the commissioner of finance, on request of the 
  1.25  governor, shall sell and issue bonds of the state in an amount 
  1.26  up to $9,700,000 in the manner, upon the terms, and with the 
  2.1   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.2   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.3   4 to 7. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Sections 1 and 2 are effective the day following final 
  2.6   enactment.
