A bill for an act
relating to capital investment; modifying a 2011 appropriation for a St. Louis
Park noise barrier; amending Laws 2011, First Special Session chapter 12,
sections 13, subdivision 8; 23, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2011, First Special Session chapter 12, section 13, subdivision 8,
is amended to read:


Subd. 8.

Rail Service Improvement - St. Louis
Park Noise Barrier

For a grant to the city of St. Louis Park to
predesign, design, construct, and install noise
mitigation barriers associated with route
changes for freight rail.new text begin This appropriation
may be used for acquisition and removal
of the railroad tracks at grade crossing of
Louisiana Avenue and removal of railroad
tracks for the freight switching wye from
Minnehaha Creek to the Canadian Pacific rail
line. Notwithstanding Minnesota Statutes,
section 16A.642, this appropriation is
available until January 1, 2018.

Sec. 2.

Laws 2011, First Special Session chapter 12, section 23, subdivision 1, is
amended to read:


Subdivision 1.

Bond proceeds fund.

To provide the money appropriated in this act
from the bond proceeds fund, the commissioner of management and budget shall sell and
issue bonds of the state in an amount up to deleted text begin $512,140,000deleted text end new text begin $512,940,000 new text end in the manner,
upon the terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to
16A.675, and by the Minnesota Constitution, article XI, sections 4 to 7.
