  1.1                          A bill for an act 
  1.2             relating to the Minnesota extension service; providing 
  1.3             funding; clarifying mission; appropriating money; 
  1.4             amending Minnesota Statutes 2000, section 38.331, 
  1.5             subdivision 2.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 38.331, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [COUNTY EXTENSION WORK.] "County extension work" 
  1.10  means educational programs and services provided by extension 
  1.11  agents in the areas of agriculture, economic and human 
  1.12  development, community agricultural finance and economics, rural 
  1.13  life issues, rural leadership, and environment and natural 
  1.14  resources. 
  1.15     Sec. 2.  [APPROPRIATION; MINNESOTA EXTENSION SERVICE 
  1.16  GRANT.] 
  1.17     $19,681,000 is appropriated from the general fund to the 
  1.18  commissioner of agriculture in fiscal year 2003 for a grant to 
  1.19  the Minnesota extension service to provide county extension work 
  1.20  as defined in Minnesota Statutes, section 38.331, subdivision 2. 
  1.21     Sec. 3.  [APPROPRIATION CANCELLATION.] 
  1.22     $19,681,000 of the appropriation to the board of regents of 
  1.23  the University of Minnesota for the Minnesota extension service 
  1.24  for fiscal year 2003 in Laws 2001, First Special Session chapter 
  1.25  1, article 1, section 4, subdivision 4, paragraph (a) is 
  2.1   canceled. 
  2.2      Sec. 4.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective the day following final enactment.  
  2.4   Section 2 is effective for Minnesota extension service funding 
  2.5   in fiscal years beginning after June 30, 2002.
