  1.1                          A bill for an act 
  1.2             relating to traffic regulations; clarifying provision 
  1.3             requiring vehicles to be driven in right-hand lane 
  1.4             except under certain circumstances; amending Minnesota 
  1.5             Statutes 1998, section 169.18, subdivision 10. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 169.18, 
  1.8   subdivision 10, is amended to read: 
  1.9      Subd. 10.  [SLOW-MOVING VEHICLE VEHICLES DRIVEN IN 
  1.10  RIGHT-HAND LANE.] (a) Upon all roadways any, including freeways 
  1.11  and expressways as defined in section 160.02, a vehicle 
  1.12  proceeding at less than the normal speed of traffic at the time 
  1.13  and place and under the conditions then existing shall must be 
  1.14  driven in the right-hand lane then available for traffic, or as 
  1.15  close as practicable to the right-hand curb or edge of the 
  1.16  roadway, except: 
  1.17     (1) when overtaking and passing another vehicle proceeding 
  1.18  in the same direction, or; 
  1.19     (2) when preparing for a left turn at an intersection or 
  1.20  into a private road or driveway, or; 
  1.21     (3) when a specific lane is designated and posted for a 
  1.22  specific type of traffic; 
  1.23     (4) when necessary to enter or exit an expressway, freeway, 
  1.24  interstate highway, or other controlled-access highway; 
  1.25     (5) when otherwise directed in a highway work zone, as 
  2.1   defined in section 169.14, subdivision 5d; 
  2.2      (6) when necessary in response to emergency conditions or 
  2.3   to avoid collision; 
  2.4      (7) when otherwise directed by a law enforcement officer or 
  2.5   an official traffic control device; or 
  2.6      (8) to avoid actual or potential traffic moving into the 
  2.7   rightmost lane from an acceleration or merging lane on a freeway 
  2.8   or expressway, but only if the vehicle's speed cannot safely be 
  2.9   reduced to correspond with the speed of the merging traffic. 
  2.10     (b) The commissioner of transportation shall erect 
  2.11  appropriate signs at approximately every 50 miles on interstate 
  2.12  highways to instruct motorists concerning paragraph (a).  The 
  2.13  signs must read "MOVE TO THE RIGHT AFTER PASSING."
