  1.1                          A bill for an act 
  1.2             relating to traffic regulations; clarifying provision 
  1.3             requiring vehicles to be driven in right-hand lane 
  1.4             except under certain circumstances; appropriating 
  1.5             money; amending Minnesota Statutes 1998, section 
  1.6             169.18, subdivision 10. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 169.18, 
  1.9   subdivision 10, is amended to read: 
  1.10     Subd. 10.  [SLOW-MOVING VEHICLE VEHICLES DRIVEN IN 
  1.11  RIGHT-HAND LANE.] (a) Upon all roadways any, including freeways 
  1.12  and expressways as defined in section 160.02, a vehicle 
  1.13  proceeding at less than the normal speed of traffic at the time 
  1.14  and place and under the conditions then existing shall must be 
  1.15  driven in the right-hand lane then available for traffic, or as 
  1.16  close as practicable to the right-hand curb or edge of the 
  1.17  roadway, except: 
  1.18     (1) when overtaking and passing another vehicle proceeding 
  1.19  in the same direction, or; 
  1.20     (2) when preparing for a left turn at an intersection or 
  1.21  into a private road or driveway, or; 
  1.22     (3) when a specific lane is designated and posted for a 
  1.23  specific type of traffic; 
  1.24     (4) when necessary to enter or exit an expressway, freeway, 
  1.25  interstate highway, or other controlled-access highway; 
  1.26     (5) when otherwise directed in a highway work zone, as 
  2.1   defined in section 169.14, subdivision 5d; 
  2.2      (6) when necessary to avoid collision; or 
  2.3      (7) when otherwise directed by a law enforcement officer. 
  2.4      (b) The commissioner of transportation shall erect 
  2.5   appropriate signs at approximately every 50 miles on interstate 
  2.6   highways to instruct motorists concerning paragraph (a).  The 
  2.7   signs must read "MOVE TO THE RIGHT AFTER PASSING - IT'S THE LAW."
  2.8      Sec. 2.  [APPROPRIATION.] 
  2.9      $....... is appropriated from the trunk highway fund to the 
  2.10  commissioner of transportation for the purposes of designing, 
  2.11  purchasing or manufacturing, and erecting the signs required by 
  2.12  section 1.  This appropriation is available for the fiscal year 
  2.13  ending June 30, 2001.
