  1.1                          A bill for an act 
  1.2             relating to state government; requiring the 
  1.3             commissioner of human rights to submit a plan to the 
  1.4             legislature. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PLAN FOR ELIMINATION OF HUMAN RIGHTS CASE 
  1.7   BACKLOG.] 
  1.8      The commissioner of human rights shall report to the 
  1.9   legislature by December 1, 1996.  The report must contain a plan 
  1.10  to eliminate the case backlog in the department, and a plan to 
  1.11  process cases in the future in a manner that complies with 
  1.12  statutory time deadlines.  In developing these plans, the 
  1.13  commissioner must consult with representatives of communities 
  1.14  protected by the Minnesota human rights act.
