  1.1                          A bill for an act 
  1.2             relating to appropriations; appropriating money for 
  1.3             the Green Institute, Inc. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $1,500,000 is appropriated from the general fund to the 
  1.7   commissioner of trade and economic development for a grant to 
  1.8   the Green Institute, Inc. to develop a project in the Phillips 
  1.9   neighborhood in south Minneapolis to create up to 200 jobs in 
  1.10  businesses, many of which specialize in energy conservation, 
  1.11  renewable energy, environmental technology, recycling, reuse, 
  1.12  and related fields. 
  1.13     One-half of the jobs created must be targeted for persons 
  1.14  on public assistance or below the federal poverty level.  This 
  1.15  grant must be matched on a two-to-one basis from nonstate 
  1.16  sources, provided that debt and equity funding qualify as 
  1.17  nonstate sources. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective the day after its final enactment.
