  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for a 
  1.4             single school facility for a new consolidated school 
  1.5             district. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $20,000,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of children, families, and learning for a grant 
  1.10  to a consolidated school district formed by independent school 
  1.11  district Nos. 402, Hendricks; 403, Ivanhoe; 404, Lake Benton; 
  1.12  409, Tyler; 411, Balaton; 418, Russell; and 584, Ruthton.  If 
  1.13  the voters in all seven of the school districts do not approve 
  1.14  consolidation, the grant must be made to the consolidated 
  1.15  district formed by those districts that approved the 
  1.16  consolidation vote if the resulting consolidated district is 
  1.17  contiguous and is home to 1,000 or more resident K-12 grade 
  1.18  students. 
  1.19     The grant is to acquire and prepare a site, predesign, 
  1.20  design, construct, furnish, and equip a single facility to serve 
  1.21  at least grades 7 to 12 in the consolidated district. 
  1.22     Sec. 2.  [BOND SALE.] 
  1.23     To provide the money appropriated in this act from the bond 
  1.24  proceeds fund, the commissioner of finance shall sell and issue 
  1.25  bonds of the state in an amount up to $20,000,000 in the manner, 
  2.1   upon the terms, and with the effect prescribed by Minnesota 
  2.2   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.3   Constitution, article XI, sections 4 to 7. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Sections 1 and 2 are effective the day following final 
  2.6   enactment.
