A bill for an act
relating to health; creating an advisory task force on the creation of a division of
healthy aging; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The advisory task force on the creation of a division
of healthy aging consists of the following nine members:

(1) the commissioner of the Department of Health, or a designee;

(2) the executive director of the Board on Aging, or a designee;
new text end

(3) the director of the Department of Human Services, Deaf and Hard-of-Hearing
Services Division, or a designee;

(4) one person designated by the American Association of Retired Persons,
Minnesota;

new text begin
(5) one person designated by the Commission of Deaf, DeafBlind, and
Hard-of-Hearing Minnesotans;

(6) one member of the house of representatives appointed by the speaker of the house;
new text end
new text begin
(7) one member of the house of representatives appointed by the minority leader; and

(8) one senator from the senate majority party and one senator from the senate
minority party appointed by the Subcommittee on Committees of the Committee on Rules
and Administration.

Any vacancy shall be filled by appointment of the appointing
or designating authority for the vacating member.

Members shall be appointed
or designated by August 1, 2016. The commissioner of health must convene the initial
meeting of the task force by September 1, 2016. The commissioner of the Department of
Health or the commissioner's designee will serve as chair of the task force.

Public members of the task force shall be compensated as
provided in Minnesota Statutes, section 15.059, subdivision 3.

The commissioner of health must
provide meeting space and administrative services for the task force.

The task force must develop a recommendation on the advisability
of establishing a division of healthy aging within the Department of Health. In developing
this recommendation, the task force shall consider the following:

(1) the benefits and costs of establishing a division of healthy aging within the
Department of Health; and
new text end
new text begin
(2) the scope of work that would be assigned to the division; how it would differ
from the work of the Board on Aging; what its staffing needs would be; and how the
division would impact existing divisions.

The task force must submit a report by January 15, 2017, to
the chairs and ranking minority members of the committees in the senate and house
of representatives with primary jurisdiction over health, human services, and aging,
summarizing its findings and listing recommendations. The report shall include draft
legislation if needed to implement the recommendations of the task force.

The task force shall sunset the day following the submission of the
report required under subdivision 7, or January 15, 2017, whichever is earlier.

This section is effective the day following final enactment.

of health for the purposes of section 1.
