A bill for an act
relating to education; creating and sustaining P/K-16 reform by aligning K-12
academic standards with a seamless entry to Minnesota's postsecondary
institutions and reforming teacher preparation programs and professional
development for P/K-16 faculty; establishing a state P/K-16 council; providing
grants to form regional P/K-16 councils that promote educational accountability
and continuous P/K-16 improvement; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) A P/K-16 state leadership council is established to consider state actions to
examine and strengthen:

(1) P/K-16 educational requirements and interrelationships, professional
development, and community engagement;

(2) K-12 teaching, educational administration, academic standards, the alignment of
academic standards and curriculum, and assessments, with a strong emphasis on reading
and math in grades 4 through 12;

(3) postsecondary preparation of teachers and administrators; and

(4) integration of technology into the K-16 curriculum.

The state leadership council also may award grants to cooperating entities interested
in forming regional P/K-16 councils to promote educational accountability and continuous
P/K-16 improvement.

(b) The state leadership council shall be composed of a representative from
each of the following entities: the Minnesota State Colleges and Universities; the
University of Minnesota; the Council on Public Engagement; the Minnesota School
Boards Association; the Minnesota Chamber of Commerce; the Minnesota Business
Partnership; the Commissioner of Education; Minnesota Department of Education staff
experienced with limited English proficiency programs, special education programs, and
elementary and secondary reading and math programs; the Minnesota Private Colleges
Council; the Minnesota Higher Education Services Organization; the Minnesota Career
College Association; Education Minnesota; the Minnesota Parent Teacher Association;
the Minnesota Reading Association; the Minnesota Minority Education Partnership;
the Minnesota Association of Elementary School Principals; the Minnesota Association
of Secondary School Principals; the Minnesota Association of School Administrators;
the Minnesota Department of Employment and Economic Development; the Minnesota
Council of Teachers of Mathematics; and other entities recommended by council members.
Council members' terms and other council matters are subject to Minnesota Statutes,
section 15.059. The council must annually submit, by February 1 to the Education Policy
and Finance committees of the legislature, a written report that includes recommendations
on Minnesota P/K-16 initiatives, consistent with paragraph (a), clauses (1) to (4).

(c) Cooperating entities interested in forming a regional P/K-16 council to promote
educational accountability and continuous P/K-16 improvement must submit an
application to the commissioner of education in the form and manner the commissioner
prescribes. The application must describe the applicant??a??a??s goals and objectives in forming
a regional P/K-16 council and explain how the applicant proposes to supplement state
actions under paragraph (a), clauses (1) to (4). The commissioner may require additional
information. The state leadership council may award grants to form regional P/K-16
councils, if there are available funds and qualified applicants. Grant recipients must be
located throughout the state to the extent feasible.

(d) Upon request, the commissioner of education must provide the state leadership
council with technical, fiscal, and other support services.

(e) The council expires June 1, 2014.
