  1.1                          A bill for an act 
  1.2             relating to natural resources; making fishing licenses 
  1.3             issued to nonresidents invalid for game fish species 
  1.4             during the first seven days of the fishing season; 
  1.5             increasing the fishing license fees for nonresidents; 
  1.6             amending Minnesota Statutes 2002, sections 97A.411, 
  1.7             subdivision 1; 97A.474, subdivision 2; 97A.475, 
  1.8             subdivision 7. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2002, section 97A.411, 
  1.11  subdivision 1, is amended to read: 
  1.12     Subdivision 1.  [LICENSE PERIOD.] (a) Except as provided in 
  1.13  paragraphs (b), (c), and (d), and (e), a license is valid during 
  1.14  the lawful time within the license year that the licensed 
  1.15  activity may be performed.  A license year begins on the first 
  1.16  day of March and ends on the last day of February. 
  1.17     (b) A license issued under section 97A.475, subdivision 6, 
  1.18  clause (5), 97A.475, subdivision 7, clause (2), (3), (5), or 
  1.19  (6), or 97A.475, subdivision 12, clause (2), is valid for the 
  1.20  full license period even if this period extends into the next 
  1.21  license year, provided that the license period selected by the 
  1.22  licensee begins at the time of issuance. 
  1.23     (c) When the last day of February falls on a Saturday, an 
  1.24  annual resident or nonresident fish house or dark house license, 
  1.25  including a rental fish house or dark house license, obtained 
  1.26  for the license year covering the last day of February, is valid 
  1.27  through Sunday, March 1 and the angling license of the fish 
  2.1   house licensee is extended through March 1. 
  2.2      (d) A lifetime license issued under section 97A.473 or 
  2.3   97A.474 is valid during the lawful time within the license year 
  2.4   that the licensed activity may be performed for the lifetime of 
  2.5   the licensee. 
  2.6      (e) A license issued under section 97A.474, subdivision 2, 
  2.7   or 97A.475, subdivision 7, is not valid for taking any game fish 
  2.8   species during the first seven days of the season prescribed 
  2.9   under section 97C.395, subdivision 1, paragraph (a), clause (1). 
  2.10     Sec. 2.  Minnesota Statutes 2002, section 97A.474, 
  2.11  subdivision 2, is amended to read: 
  2.12     Subd. 2.  [NONRESIDENT LIFETIME ANGLING LICENSE; FEE.] (a) 
  2.13  A nonresident lifetime angling license authorizes a person to 
  2.14  take fish by angling in the state.  The license authorizes those 
  2.15  activities authorized by the annual nonresident angling 
  2.16  license.  The license does not include a trout and salmon stamp 
  2.17  validation or other stamps required by law. 
  2.18     (b) The fees for a nonresident lifetime angling license are:
  2.19     (1) age 3 and under, $447 $492; 
  2.20     (2) age 4 to age 15, $600 $660; 
  2.21     (3) age 16 to age 50, $773 $850; and 
  2.22     (4) age 51 and over, $513 $565. 
  2.23     Sec. 3.  Minnesota Statutes 2002, section 97A.475, 
  2.24  subdivision 7, is amended to read: 
  2.25     Subd. 7.  [NONRESIDENT FISHING.] Fees for the following 
  2.26  licenses, to be issued to nonresidents, are: 
  2.27     (1) to take fish by angling, $34 $37.50; 
  2.28     (2) to take fish by angling limited to seven consecutive 
  2.29  days selected by the licensee, $24 $26.50; 
  2.30     (3) to take fish by angling for a 72-hour period selected 
  2.31  by the licensee, $20 $22; 
  2.32     (4) to take fish by angling for a combined license for a 
  2.33  family, $46 $51; 
  2.34     (5) to take fish by angling for a 24-hour period selected 
  2.35  by the licensee, $8.50; and 
  2.36     (6) to take fish by angling for a combined license for a 
  3.1   married couple, limited to 14 consecutive days selected by one 
  3.2   of the licensees, $35 $38.50. 
  3.3      Sec. 4.  [EFFECTIVE DATE.] 
  3.4      Section 1 is effective the day following final enactment.  
  3.5   Sections 2 and 3 are effective March 1, 2005.
