  1.1                          A bill for an act 
  1.2             relating to agriculture; delaying the implementation 
  1.3             and enforcement of certain animal feedlot rules. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [AMENDED ANIMAL FEEDLOT RULES; DELAYED 
  1.6   IMPLEMENTATION AND ENFORCEMENT.] 
  1.7      (a) Notwithstanding other law to the contrary, proposed 
  1.8   rules of the pollution control agency published in the State 
  1.9   Register on December 20, 1999, concerning animal feedlots, 
  1.10  commonly referred to as Minnesota Rules, parts 7001.002, 
  1.11  7002.0210 to 7002.0280, and chapter 7020, if adopted by the 
  1.12  agency, must not be implemented or enforced until after June 30, 
  1.13  2001. 
  1.14     (b) Until the proposed feedlot rules have been adopted or 
  1.15  July 1, 2001, whichever is later, animal feedlots must be 
  1.16  regulated under Minnesota Rules adopted and in effect on January 
  1.17  1, 2000. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective the day following final enactment.
