  1.1                          A bill for an act
  1.2             relating to the state lottery; directing a study of 
  1.3             the feasibility of a local parks lottery game. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [LOTTERY DIRECTOR; STUDY.] 
  1.6      The director of the state lottery shall study the 
  1.7   feasibility of implementing one or more instant lottery games 
  1.8   that would have a theme of supporting local parks, with that 
  1.9   part of the net proceeds of such games not constitutionally 
  1.10  dedicated being distributed to participating local parks 
  1.11  boards.  The study must include: 
  1.12     (1) revenue potential of such games; 
  1.13     (2) feasibility and desirability of limiting sale of such 
  1.14  games to participating localities; 
  1.15     (3) options for distributing funds; and 
  1.16     (4) the effect of such games on sales of other lottery 
  1.17  games. 
  1.18     The director shall report the results of the study to the 
  1.19  legislature by January 15, 2005. 
  1.20     [EFFECTIVE DATE.] This section is effective the day 
  1.21  following final enactment.
