  1.1                          A bill for an act 
  1.2             relating to commerce; providing that state departments 
  1.3             may not impose geographical limitations on issuance of 
  1.4             licenses; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 15. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [15.24] [CERTAIN RESTRICTIONS PROHIBITED.] 
  1.8      No state agency or department shall impose a geographical 
  1.9   limitation, restriction, or condition on the right, or the 
  1.10  manner of exercising the right, of any person, upon due 
  1.11  application and payment of required fees, to purchase or obtain 
  1.12  any license required by the state from any office or agency 
  1.13  routinely issuing the license unless the limitation, 
  1.14  restriction, or condition is otherwise provided by statute.  Any 
  1.15  limitation, restriction, or condition imposed in contravention 
  1.16  of this provision is void.
