  1.1                          A bill for an act
  1.2             relating to agriculture; authorizing spending to 
  1.3             acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             authorizing issuance of state bonds; appropriating 
  1.6             money for a turf and grounds research and education 
  1.7             center at the Rosemount experiment station. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [MINNESOTA TURF AND GROUNDS RESEARCH AND 
  1.10  EDUCATION CENTER.] 
  1.11     Subdivision 1.  [APPROPRIATION.] $4,000,000 is appropriated 
  1.12  from the bond proceeds fund to the commissioner of agriculture 
  1.13  for a grant for construction of a Minnesota turf and grounds 
  1.14  research and education center at the Rosemount experiment 
  1.15  station. 
  1.16     Subd. 2.  [BOND SALE.] To provide the money appropriated by 
  1.17  this section from the bond proceeds fund, the commissioner of 
  1.18  finance, on request of the governor, shall sell and issue bonds 
  1.19  of the state in an amount up to $4,000,000 in the manner, on the 
  1.20  terms, and with the effect prescribed by Minnesota Statutes, 
  1.21  sections 16A.631 to 16A.675, and the Minnesota Constitution, 
  1.22  article XI, sections 4 to 7. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day after its final enactment.
